The appointment was announced by Deputy Culture Minister for Artistic Affairs Mojtab Hosseini on Saturday.
Haqiqi, 69, is the director of the High Council of the Iranian Artists Forum.
Mojtab Aqai stepped down as the president of the festival in late September.
The 11th Fajr International Festival of Visual Arts will be held in Tehran during February and March 2019.
The event is organized every year to celebrate the victory of the 1979 Islamic Revolution.
